Rate limits & monthly quota
Admission checks monthly quota, then a rolling 60-second burst limit.

These headers appear on admitted responses. Reset values use Unix epoch seconds. A 429 response also includes Retry-After in seconds.
429 handling #
RATE_LIMIT_EXCEEDED and MONTHLY_QUOTA_EXCEEDED are the public 429 codes. Honor Retry-After and the reset headers, add jitter, and avoid unbounded retries.
